"Born in the wake of elevated concern about environmental pollution, EPA was established on December 2, 1970 to consolidate in one agency a variety of federal research, monitoring, standard-setting and enforcement activities to ensure environmental protection." By 1979, the Federal court will state that the EPA has the authority to regulate leaded gasoline. Even if there is no certainty that lead in gasoline is a danger, awaiting certainty will often allow only for reactive not preventive regulation, says judge J. Skelly Wright. The lead phase out begins, and by June 1979, nearly half of all US gasoline is unleaded.
